If a small outage gets logged into the database (creating the record, but not posed), then becomes medium or large, it won't be posted.

I'm unsure if this will cause an exception to be thrown when it tries to post to Mastodon, or if it'll just post the "reply", but not in reply to anything, but either way, it loses context that's important to the utility of the bot. This should be prioritized, or the changes made tonight should be rolled back.
