Improves tagging behavior in the following ways:

  1. Replaces &s with "And" (part of the issue raised in #11)
  2. Loads additional tags from the "topics" metadata, which seems to be more prevalent than the "tags" one, then de-duplicates them
  3. Adds a key to the config.yml to exclude certain tags from being included in posts
